Heat prices for public buildings in Tianjin

摘要: Energy-saving awareness of heat users and heating enterprises can be stimulated by implementing heat metering for public buildings and by establishing scientific and reasonable policies for heat prices in China. In this paper, a two-part heat price for public buildings in Tianjin is introduced, which divides the heat price into a basic part and a metering part. According to the statistical analysis of information collected from two pilot heating enterprises, the specific heat load for public buildings in Tianjin is calculated, and three candidate schemes of heat price are proposed. A simulation of heat cost is also conducted, and the benefits for both heat users and heating enterprises are balanced. Finally, the two-part heat price for public buildings in Tianjin is determined: the basic heat price is recommended to be 20 CNY/m , and the metering heat price is recommended to be 76.10 CNY/GJ. Such a price could be implemented in the initial stage of heat metering for public buildings in Tianjin.

Analysis of energy saving optimization of campus buildings based on energy simulation

摘要: The energy consumption of campus buildings has specific characteristics, because of the concentrated distribution of people’s working time and locations that change in line with distinct seasonal features. The traditional energy system design and operation for campus buildings is only based on the constant room temperature, such as 25°C in summer and 18°C in winter in China, not taking into consideration the real heating or cooling load characteristics of campus buildings with different functions during the whole day and whole year, which usually results in a lot of energy waste. This paper proposes to set different set-point temperatures in different operation stages of public and residential campus buildings to reduce the heating and cooling design load for energy station and total campus energy consumption for annual operation. Taking a campus under construction in Tianjin, China as an example, two kinds of single building models were established as the typical public building and residential building models on the campus. Besides, the models were simulated at both set-point room temperature and constant room temperature respectively. The comparison of the simulation results showed that the single building energy saving method of the peak load clipping could be used for further analysis of the annual energy consumption of campus building groups. The results proved that the strategy of set-point temperature optimization could efficiently reduce the design load and energy consumption of campus building groups.

Design and control optimization of energy systems of smart buildings today and in the near future

摘要: Buildings contribute to a major part of energy consumption in urban areas, especially in areas like Hong Kong which is full of high-rise buildings. Smart buildings with high efficiency can reduce the energy consumption largely and help achieve green cities or smart cities. Design and control optimization of building energy systems therefore plays a significant role to obtain the optimal performance. This paper introduces a general methodology for the design and control optimization of building energy systems in the life cycle. When the design scheme of building energy systems is optimized, primary steps and related issues are introduced. To improve the operation performance, the optimal control strategies that can be used by different systems are presented and key issues are discussed. To demonstrate the effect of the methods, the energy system of a high-rise building is introduced. The design on the chilled water pump system and cooling towers is improved. The control strategies for chillers, pumps and fresh air systems are optimized. The energy saving and cost from the design and control optimization methods are analyzed. The presented methodology will provide users and stakeholders an effective approach to improve the energy efficiency of building energy systems and promote the development of smart buildings and smart cities.

Qualitative analysis of direction of public hospital reforms in China

摘要:

Reforms in public hospitals are among the most important improvements in China’s health care system over the last two decades. However, the reforms that should be implemented in public hospitals are unclear. Thus, a feasible direction of reforms in Chinese public hospitals is suggested and reliable policy suggestions are provided for the government to reform public hospitals. The data used in this study were mainly derived from a qualitative study. Focus group discussions and in-depth interviews were conducted in Shanghai, Guangdong, and Gansu between May and December 2014. Government funding accounted for approximately eight percent of the total annual revenue of public hospitals in China, and the insufficient government subsidy considerably affects the operation mechanism of public hospitals. However, solely increasing this subsidy cannot address the inappropriate incentives of public hospitals in China. The most crucial step in setting the direction of reforms in public hospitals in China is transforming inappropriate incentives by implementing a new evaluation index system for directors and physicians in public hospitals.

Comprehensive review of modeling, structure, and integration techniques of smart buildings in the cyber-physical-social

摘要: Smart buildings have been proven to be a kind of flexible demand response resources in the power system. To maximize the utilization of the demand response resources, such as the heating, ventilating and air-conditioning (HVAC), the energy storage systems (ESSs), the plug-in electric vehicles (PEVs), and the photovoltaic systems (PVs), their controlling, operation and information communication technologies have been widely studied. Involving human behaviors and cyber space, a traditional power system evolves into a cyber-physical-social system (CPSS). Lots of new operation frameworks, controlling methods and potential resources integration techniques will be introduced. Conversely, these new techniques urge the reforming requirement of the techniques on the modeling, structure, and integration techniques of smart buildings. In this paper, a brief comprehensive survey of the modeling, controlling, and operation of smart buildings is provided. Besides, a novel CPSS-based smart building operation structure is proposed, and the integration techniques for the group of smart buildings are discussed. Moreover, available business models for aggregating the smart buildings are discussed. Furthermore, the required advanced technologies for well-developed smart buildings are outlined.

Shear wall layout optimization of tall buildings using Quantum Charged System Search

摘要: This paper presents a developed meta-heuristic algorithm to optimize the shear walls of tall reinforced concrete buildings. These types of walls are considered as lateral resistant elements. In this paper, Quantum Charged System Search (QCSS) algorithm is presented as a new optimization method and used to improve the convergence capability of the original Charged System Search. The cost of tall building is taken as the objective function. Since the design of the lateral system plays a major role in the performance of the tall buildings, this paper proposes a unique computational technique that, unlike available works, focuses on structural efficiency or architectural design. This technique considers both structural and architectural requirements such as minimum structural costs, torsional effects, flexural and shear resistance, lateral deflection, openings and accessibility. The robustness of the new algorithm is demonstrated by comparing the outcomes of the QCSS with those of its standard algorithm.

Survey and analysis of energy consumption in office buildings in Tianjin

摘要: An energy audit of 24 office buildings was conducted in Tianjin, including basic information of buildings, building energy system and energy bills. The investigation results showed that the average intensity of energy consumption in office buildings in Tianjin accounts for 161.51 kW·h/(m ·a). By breaking the energy consumption down into detailed items, it was found that the heating system consumed the highest amount of energy (46.6%), followed by equipment (35.9%), cooling system (11%) and lighting system (6.69%). The main factors for office building energy consumption were found and some feasible measures to save energy were proposed.

The Routine and Emergency Coordinated Management of Public Security

摘要: The paper presents a study based on the observation of public security programme situations. Nowadays, public security management is faced with challenges such as the increase in non-traditional safety threats, high occurrence probability, obvious complex chain reactions, high security demand, vulnerable bearing systems and world-wide influences. For the new adapted requirements of public security management, this paper puts forward the concept of the coordinated routine and emergency management, which combines the routine management at normal status and the emergency management at the abnormal status based on the whole process of public security management. This paper analyzes the coordinated management system and establishes the decision-making objectives, decision-making model and constraints. In addition, this paper proposes the basic strategy of achieving the coordinated management of public security.

A new damage quantification approach for shear-wall buildings using ambient vibration data

摘要: This paper presents a new approach to estimate damage severity for shear-wall buildings using diagonal terms of a modal flexibility matrix estimated from dynamic properties. This study aims to provide a fundamental concept for quantifying the damage of realistic buildings by investigating an idealized shear-wall building. Numerical studies were performed on a 5-story shear-wall building model to validate the applicability of the presented approach, using two damage patterns. With the numerical simulations, the proposed approach accurately determined the damage ratio of the specimens. Experiments were also conducted on a 5-story shear-wall building model for which the system parameters were almost the same as those in numerical simulations. The estimated damage-quantification results from the experimental validations demonstrated that the performance of the presented method for shear-wall buildings was both suitable and accurate.

Seismic fragility assessment of revised MRT buildings considering typical construction changes

摘要: The present study investigates the vulnerability assessment of the prototype revised Mandatory Rule of Thumb (MRT) buildings initially designed and detailed for three storeys bare frame building; later modified through variable number of storeys (three, four, and five) and different arrangement of infill walls (bare frame, soft-storey, irregular infilled, and fully infilled). The application of infill walls increases the fundamental frequencies, stiffness, and maximum strength capacity, but reduces the deformation capability than the bare frame building. The vulnerability was also reduced through infill walls, where the probability of exceeding partial-collapse and collapse damage reduced by 80% and 50%, respectively. Furthermore, the increased in storeys (three to five) also increases the failure probability, such that partial-collapse and collapse for fully infilled increases by almost 55% and 80%, respectively. All obtained results and discussions concluded that the structural sections and details assigned for MRT building is not sufficient if considered as bare frame and soft-storey. And increase in number of storeys causes building highly vulnerable although the infill walls were considered.

Connecting Information to Promote Public Health

摘要: With the development of information technology in the past 12 years, China has established the specialized or vertical web-based information systems for data collection of disease and related risk factor. These information systems are described as public health information systems (PHIS) in China. When PHIS has thus evolved in a haphazard and fragmented way under the pressure administrative, economic and legal, local health workers who are overburdened with multiple and time-consuming reporting requirements cannot deliver timely, accurate and complete data. Seeing that the information of disease surveillance is provided by hospitals and health service centers in China and that the development of electronic medical record (EMR) and electronic health record (EHR) occurs under the policy and investment of health since 2009 in China, there should be a connection and data sharing mechanism between EMR (EHR) and PHIS to support public health surveillance and public health decision-making. The paper aims at discussing current status and problems of PHIS in China, making a brief introduction on the blueprint of health information technology in China, exploring solution for interoperability between PHIS and EHR (EMR), and sharing some experiences and lessons from pilot project on automatic notifiable infectious disease reporting.

An optimized solar-air degree-day method to evaluate energy demand for poultry buildings in different

The degree-day method is widely used to determine energy consumption but cannot be directly applied to poultry buildings without improvements in its accuracy. This study was designed to optimize the degree-day calculation and proposes a solar-air degree-day method, which can be used to calculate the cooling and heating degree-days and the annual cooling and heating loads under different climate conditions for poultry buildings. In this paper, the solar-air degree-day method was proposed, which considers the effects of solar radiation with different wall orientations and surface colors. Five Chinese cities, Harbin, Beijing, Chongqing, Kunming and Guangzhou, were selected to represent different climate zones to determine the solar-air degree-days. The heating and cooling energy requirements for different climates were compared by DeST (Designer’s Simulation Toolkit) simulation and the solar-air degree-day method. Approaches to decrease energy consumption were developed. The results showed that the maximum relative error was less than 10%, and the new method was not significantly different from the DeST simulation ( >0.05). The accuracy of calculating energy requirements was improved by the solar-air degree-day method in the different climate zones. Orientation and surface color effects on energy consumption need to be considered, and external walls of different orientations should have different surface colors.

Changes in public trust in physicians: empirical evidence from China

摘要: Studies examining the trends in public trust in physicians have provided a considerable amount of valuable policy implications for policymakers compared with cross-sectional studies on this topic in many countries. This study investigated changes in public trust in physicians in China based on two cross-sectional national surveys conducted in 2011 and 2016 and identified the determinants of these changes. The results indicated 83.4% of respondents in 2011 reported trust or strong trust in physicians in China, which decreased to 64.2% by 2016. The results of ordinal logistic regression demonstrated that public trust in physicians in China had decreased significantly from 2011 to 2016 ( <0.001) after adjusting for other independent variables. Self-reported health status, self-rated happiness, and self-identified social class were all associated positively with public trust in physicians in China. The results also confirmed that decreasing public satisfaction with the most recent treatment experience was the major determinant of decreasing public trust in physicians in China. The findings of this study suggest that decreasing public trust in physicians deserves considerable attention from national policymakers and that improving satisfaction with treatment experiences would be the most effective strategy for enhancing public trust in physicians in China.

Application of BCP-2007 and UBC-97 in seismic vulnerability assessment of gravity designed RC buildings

摘要: Recent earthquakes in Pakistan (Kashmir 2005, Balochistan 2008, and Balochistan 2013) revealed the vulnerability of existing building stock and the deficiencies in the then prevalent Pakistan Seismic Code (PSC-86 (1986)). This study investigates, through an analytical framework, the seismic vulnerability of these and other such buildings, in accordance with the newly developed Building Code of Pakistan – Seismic Provisions 2007 (BCP-SP 07). Detailed failure mode is presented for buildings designed as per the new code. Collapse of structures is predicted for only 8% increase in PGA after moderate damage. A previously developed method, based on Eurocode-8 (2004), is used as baseline. A deficient reinforced concrete frame, typical to local building practices, is analyzed and assessed for vulnerability using the BCP- SP 07 (2007) framework. A comparison is drawn for the same building, based on Eurocode-8 (2004). Derived vulnerability curves show that the previous framework overestimated the damage and hence the vulnerability. Comparison of vulnerability parameters with previous studies show slight difference in performance of buildings.

Tender evaluation through efficiency analysis for public construction contracts

摘要: Given the European Public Procurement Directive 2014/24/EU, policymakers have ordered the inclusion of various criteria, such as the price, life-cycle costs, environmental, and social aspects, in the evaluation of tenders for public construction projects. Consequently, the relevance of non-monetary award criteria has gained significant value. However, the established evaluation formulas, which are used to obtain the best value for money procurement, have resulted in legal disputes. The existing evaluation formulas exhibit mathematical weaknesses, wherein scoring indices do not express economic efficiency adequately. Thus, a conflict is observed between the political requirement of non-monetary award criteria and their evaluation by contracting authorities. To overcome such dilemma, an extensive literature review is conducted. Specifically, this study explores the essential problems of existing evaluation formulas and develops a more reliable method. The technique from the field of efficiency analysis, i.e., Data Envelopment Analysis (DEA), is adopted in this study. For contract awarding, the DEA is extended by introducing a decision theoretical framework. For public procurement, the proposed method combines two advantages. First, the proposed method ensures the derivation of a robust tender ranking given that with respect to clients’ preferences, irrelevant and insufficiently tailored tenders do not influence the scoring. Second, the proposed method supports the intention of policy makers to promote public goals, such as sustainable aspects. By disclosing the strengths and weaknesses of bidders with respect to their competitors, all bidders can obtain a precise overview of their performance regarding the award criteria. In sum, the proposed method allows a targeted improvement of certain criteria values in future tenders and consequently leads to an enhancement of public goals.
